Hillsborough Builder Appointed to Licensure Board

The Honorable Roy Cooper, Governor of the State of North Carolina appoints Hillsborough NC Custom Home Builder, Chad D. Collins to the North Carolina Home Inspector Licensure Board.

Governor Cooper states “Placing special trust and confidence in {Collins Design-Build President, Chad Collins} integrity and knowledge, and by virtue of the authority vested in me by law, I hereby appoint Chad D. Collins Member of the North Carolina Home Inspector Licensure Board and hereby confer upon {Chad Collins} all the rights, privileges and powers useful and necessary to discharge {Chad Collins} duties faithfully and in a manner proper with this appointment”.

With kind regards, Governor Cooper states “I am grateful for your willingness to serve the people of North Carolina. Your leadership and commitment to this Commission are key to our efforts to strengthen our communities and improve the quality of life for our people”.

Chad was highly recommended on behalf of the almost 14,000-member firms which comprise the North Carolina Home Builders Association as a nomination to the seat on the Council pursuant to G.S. 143-151.46(a)(3) and required to be filled by a “licensed general contractor appointed by the Governor”.

NCHBA Executive Vice President and General Counsel, Mike Carpenter writes, “Chad, who holds an unlimited general contractor’s license, is the owner of Collins Design-Build, Inc., in Durham which is one of the Triangle’s premier custom-building firms which he has operated since 1997. Prior establishing his own firm, he gained extensive experience with several highly respected regional and national building companies. Chad served as the 2016 President of the Home Builders Association of Durham, Orange and Chatham Counties. He has also served the North Carolina Home Builders Association in various positions including Regional Vice President for five years. He holds numerous professional certifications including NCBI Accredited Master Builder, Master Certified Green Professional, and Aging-In-Place Specialist. In 2014, he was named the “Certified Green Home Builder of the Year” by the National Association of Home Builders.”

“In addition to being a licensed general contractor, Chad is also licensed as a home inspector which makes him uniquely qualified for this position. Chad has also written and taught several courses both for NAHB and the NCHBA. His varied experience, as well as his keen interest in the home inspection profession, prepares him well for service on this important licensing board”, Carpenter continued.

In the Collins Design Realty Conference Room located in the Hillsborough/Orange County Chamber of Commerce, and with The Town Of Hillsborough Mayor Tom Stevens as official witness, Chad Collins officially signed the Oath Of Office to maintain and defend the Constitution of North Carolina.

When asked for a statement, Chad briefly offered: “As only the third appointee to fill the General Contractor seat in the history of the NCHILB, obviously this is a great honor. I look forward to the challenge ahead to help keep the Standards of Practice relevant, of value and reasonable to both the Licensee and clients”.
